About Arannayk Foundation

Arannayk Foundation, also known as the Bangladesh Tropical Forest Conservation Foundation, is a not-for-profit organization established in 2003 through a joint initiative of the Governments of Bangladesh and the United States. Registered under Section 28 of the Bangladesh Companies Act 1994, it promotes the conservation, protection, restoration, and sustainable use of tropical forests across the country. The Foundation provides both financial and technical assistance to various stakeholders engaged in forest and biodiversity conservation, while also implementing projects funded by national and international development partners.

Job Context

 

To support its expanding portfolio, Arannayk Foundation seeks a Senior Program Officer (SPO) to lead program management and implementation, lead program development, ensure high-quality project delivery, and strengthen knowledge management and donor engagement. The ideal candidate will have a strong background in forestry, biodiversity conservation, climate change, remote sensing-based resource management, combined with substantial experience in donor-funded project design, management, and reporting.

 

Key Responsibilities

Under the overall guidance from the Executive Director and the Head of Programs, the SPO will be part of a diversified team and will be responsible for leading program management and implementation, leading program development, ensuring high-quality project delivery, and strengthening knowledge management and donor engagement.

 

The main tasks for this position would be, but are not necessarily limited to, the following:

 

·         Lead the development of high-quality project proposals and concept notes.

·         Ensure the effective project implementation, monitoring, and reporting.

·         Strengthen knowledge management, documentation, and publication process.

·         Mentor program staff and represent Arannayk Foundation in donor and policy forums.

·         Perform any other official duties assigned by the supervisor in line with organizational needs.

 

SPECIFIC DUTIES

 

A.      Program development

·         Identify and track funding opportunities from bilateral, multilateral, philanthropic and private sector donors.

·         Lead the preparation of concept notes, Expressions of Interest (EoI), proposals, and budgets in collaboration with the program team.

·         Provide technical input in designing theories of change, results frameworks, and logical frameworks aligned with donor priorities.

·         Ensure timely and quality responses to Request for Proposals (RFPs) and calls.

·         Align proposals with Arannayk Foundation’s mission, vision, and strategic plan.

·         Develop and refine internal systems, templates and tools for effective proposal development and quality assurance.

·         Mentor and build the capacity of the program staff in proposal writing and donor engagement.

 

B.      Program management

·         Support onboarding of project managers, staff, interns, consultants and partner NGOs.

·         Collaborate with project teams to develop detailed work plans, budgets, procurement plans, and monitoring frameworks.

·         Ensure project implementation aligns with approved proposals, log frames, and donor requirements.

·         Oversee program resources, track budgets, and ensure compliance with AF policies, and donor regulations.

·         Facilitate timely submission of high-quality progress reports, financial reports, and technical deliverables.

·         Serve as a technical resource person for forestry, biodiversity, climate, remote sensing, and geospatial applications. 

·         Ensure all deliverables integrate gender equity, social inclusion, and safeguarding principles.

·         Foster communication and synergy across projects and functional teams.

·         Conduct regular field visit in all Arannayk Foundation’s project sites.

 

C.      Knowledge Management

·         Support knowledge management activities led by the projects and the Head of Communication and Advocacy, including writing for the website, blogs and contributing to social media.

·         Assist project team in capturing and documenting field-level learning, implementation experiences, best practices, and innovations for reporting, sharing and archiving.

·         Lead and contribute to publications in peer-reviewed journals, policy briefs, books, and technical reports.

 

D.      Coordination and Communication

·         Cultivate and maintain strong relationships with bilateral, multilateral, philanthropic, and private-sector donors.

·         Represent Arannayk Foundation in national and international forums, consortium meetings and policy dialogues.

·         Provide evidence-based policy advice to stakeholders on forestry, biodiversity, and climate issues.

·         Ensure effective communication between field teams and management.

 

E.    Staff Supervision & Capacity Building

·         Supervise and mentor Staff of different levels of Arannayk Foundation.

·         Provide guidance on field implementation, reporting, and community engagement approaches.

·         Support capacity-building initiatives for staff and community groups.

·         Participate in staff performance appraisal and development processes.

 

POSITION SPECIFICATION – Senior Program Officer

Qualifications & Experience required for the position

 

Formal/Academic Education

 

·         Master's in Natural Resources Management related subjects like Forestry, Environmental Science, Development Studies, Botany, Zoology, Geography etc. from any reputed university.

·         An international degree or exposure is preferred.

 

Working experience

 

·         At least 15 years of overall working experience.

·         Minimum 10 years of experience managing donor-funded projects in forestry, biodiversity, climate change, or natural resource management.

·         Five (05) years’ experience in program/project development, managing resources and budgets.

·         Demonstrated expertise in community-based resource management, forest conservation, climate adaptation, and biodiversity monitoring.

·         Strong understanding of national policies (Forest Act, BD Climate Strategy, etc.) and international agreements (CBD, UNFCCC, SDGs).

·         Publication records in peer-reviewed journals, technical reports, or books will be a distinct advantage.

 

Language skills (Necessary to perform the job)

·         Excellent presentation, writing and spoken communication skills in English and Bangla are essential.  

 

International experiences

·         Not mandatory but preferred.

 

Computer literacy

·         Experience in office software packages (MS Word, Excel, PowerPoint etc.),

·         Experience with statistical software (R, SPSS, STATA) and database

·         GIS / RS packages.

·         Familiarity with web-based project management systems.

Salary

 

Consolidated monthly salary BDT 199,221 to 211,281.

·         Arannayk Foundation Head Office in Dhaka with field visits to its project sites.

 

Contract Tenure

·         One year (1st March 2026 to 28th February 2027) with the possibility of extension based on performance and organizational requirements.
